This course will provide the learners with the knowledge and understanding of the Form of Authority process, specifically in relation to the safe control of operations on the UK gas network. It will provide the necessary training and assessment to retain SCO registration on the EUSR register.

The Safe Control of Operations (SCO) Renewal Training Programme – Module 5 (Form of Authority) provides learners with the knowledge and understanding required to refresh and maintain competence in the use of Form of Authority controls as part of the safe control of operations on the UK gas network. The course delivers the training and assessment necessary to retain SCO registration on the Energy & Utility Skills Register (EUSR).
The programme reinforces understanding of the purpose of a Form of Authority and the circumstances in which this type of control is appropriate. Learners revisit how Forms of Authority are used to manage specific operational activities safely, ensuring suitable levels of authorisation, control, and communication are maintained throughout the work process.
Learners are guided through the key information requirements of a Form of Authority, with emphasis on the analysis of critical details, the role of risk assessment, and the management of change. The course also revisits specific requirements relating to validity and extension, atmosphere testing, execution of work, handover arrangements, and completion procedures to ensure continued compliance with SCO procedures.
Training is delivered through structured classroom-based theory sessions and trainer-led discussions, enabling learners to consolidate existing knowledge and remain current with Form of Authority requirements. Assessment is achieved through a multiple-choice theory examination to confirm continued competence and understanding.
On successful completion, learners meet the renewal requirements for Form of Authority within the SCO framework and are eligible to retain EUSR SCO registration. Learners must hold the appropriate in-date SCO certification prior to attending this renewal module.
Registration is subject to renewal every five years, in line with EUSR and industry requirements.
All operatives and managers working on operational tasks within the Gas Networks, as well as specific Meter Installations, including those designated or expected to become Named Authorising Engineers or Named Competent Persons, is included. Individuals must hold SCO 1 & 2, plus GL/6 update, or SCO core and Form of Authority, still in date prior to completing the training.
